trading halt , page-27

I'm still a bit confused on why there is a trading halt.
If it's to raise cash well just announce it.
If it's a tender win/loss just announce it.

My suspicion is that the capital raising price is dependent on the tender announcement (i.e. as of yesterday morning TZ didn't know the outcome of the tender but it was due for release either yesterday or today). TZ would set an inflated price if the tender was successful or suck it up back to below 10c if not.
Which leads me to think this tender is potentially massive and thereby a potential turning point for TZ
