So management have not adequately accounted for the risks and cash-flow and have run SRQ out of cash. The future of SRQ is now dependent on a capital raising at a distressed share price of 8.5 c per share that is underwritten by Glencore. If less the half the shareholders take-up the capital raising, then control of SRQ will pass to Glencore.

Do they help manage and grow the company for all shareholders, or do they launch a buyout of minority shareholders at the distressed price?
