Ooops Charlie - My bad sorry didn't realise the typo yes 17% to 18 % - if it was 1% of their holding as Buddy suggested then they would not have had to notify until they bought 3.2m shares not 1.8m.
Thanks downside so they are using a different broker for the Vanguard beneficial holding ?
