Elegant, pretty well thought through, logical solution with the only problem being FIRB of which none of the above descriptors applies to anything they have decided.
Certainly have locked your solution away in my data base as I think there will be a lot of reference to it in the coming weeks.
Will take up some of the other points you made on appropriate threads.
