The objections are what they are. They change the process - maybe not dramatically, but they change it.
Rather than an early Oct issuance of the PTM, it will now not be until Nov at the earliest. Perhaps longer depending on the outcomes of the Hearing.
Anything that lengthens the process is not of 'no substance'
