There are an awful lot of posts on HC, but I can draw a direct your attention to a particular couplet of posts that differs to the above statement. While that points to a conflict or at least a slip of events and memory or disclosure, it is a literal record. Personally I don't care I take most things I read on open forums with a tablespoon of salt.

Now as for a Budget, I have worked as a Regional Manager of an Australian based international company. I can say I knew my budget, I could reasonably guess my counterpates' budgets and interpolate my Managers budget, including its discretionary, and contingency pools - BUT I DID NOT KNOW, nor the detail of higher levels - just as those that worked directly under me did not know our budget. Small businesses and big ones have differing levels of financial opaqueness in the nitty gritty. The important thing is those that need to know do. The simple fact is that there have been savings of magnitude noted.
