While I totally agree with you, what you have to realise is. "There are no specific Laws". And what is written in the rules and regulations are too wishy washy to be able to enforce them.

Who do you think writes the "Laws and Regulations"??

Lawyers and Barristers of course. And, by having them written in a "wishy washy" method, and open to different interpreations, that is how they make good money.
