The resource is there but it has to be mined and processed, the potential deficit is in uranium to fuel power stations. The article indicates a substitute for half that provided from Russian military stock piles. If this source was 13% of world supply the potential decrease in supply from the Russians should be around 6%.
At the same time World demand is increasing. New mines will be required.
