Copper, that's exactly as I interpret it too; wanted to stick strictly to known fact in my last post.
IMO it may be that currently we can land the concentrate but not clear it through customs until the suspension is lifted. But it's not easy to tell a ship to turn around!
(Better change sentiment since I emptied the piggy bank on Fri!)
