This 10 % possible placement is just like a debt facility which can be used but doesn't have to be used. Read through all those other comp AGM news over the past week and you will see that there were quite a lot of comps who did announce the same. It's the new discovered old way of creating a provisorium to act quickly when needed.
Why ? The business world is getting ready to strike to t/o or buy appropriate targets / assetts as the bottom of the comp values seems to have passed.
