I agree the question should be who is buying and who has been using bots to sell the price down the very second it is ticked up for close to 2 weeks now? I think we'll find they are 1 in the same.
From my point of view I think it is disgusting that that blatant manipulation is allow, but it does suggest someone is acquiring a decent position in MEL. IMHO
