-ve in my opinion. It sounds that they perforated a formation that produces too much water, hence the low production rate. I believe they were expecting 40-60bbl/day production.
It sounds like they will produce for a little while and then re-enter another payzone.
Without knowing the cost of these wells, it is difficult to determine whether the production rates disclosed are economic.
