I suppose one could infer from this notice that spending money on a second dredge at this point in time shows that they are confident about their cashflow situation.

We need a press release about production levels (unless this was bad) to relieve shareholders' tension, especially if the markets are going to have a bit of a fit over the next few weeks. The run up over the last few months was a bit extreme in the US.
