Because SDL needs the convention and Mining Permits.
They will only get them signed off if Funding has been guaranteed.
Why would others step up when the Funding details and all the work involved between The Cameroon Government and Mining Ministers. The Congo Government and Mining Ministers. The clearances for Port and Rail Infrastructure.
All the other Regulations and Convention details to have to be sorted etc.

Easier to let some one else do the work and spend their cash,then make an offer after all approvals have been sorted.
