young1, you surely mean "we are prepared to ignore absolute ouster clauses"? The clause from the the Malaysian Atomic Energy Licencing Act of 1984 (p23) doesn't seem to have had any influence so far (read it in full when the appeal was about to happen).
"The Minister may, after hearing the appeal, make an order
confirming or setting aside the decision of the appropriate authority or make such other order as he thinks fit, and the order of the Minister shall be final and shall not be subject to any appeal or review in any court."
