In each case the fall is 20% and thus, proportionately, exactly the same.
The nominal amounts of $1 and 10 cents are meaningless unless we know the share price. After all, if a 20 cent share fell by 10 cents, it loses half its value and, thus, 50% fall.
So, no, it is the percentage change only which is relevant not the nominal amount.
