The concept of all sales going through one portal is a simple concept. That portal is a computer system that determines the basic concept of offer and acceptance and the management of that portal should be in the hands of people that have nothing to do with trading. It is a portal only subject to strict discipline. No ones trading should be in direct connection to that portal so that it can be a millisecond in advance of any other trader.
All trades should be identifiable, and if necessary somehow in a secure method that allows confidentiality in a manner that gives an overseer a view as to legality of trading. This is the difficult one and I don't know how the duck you would implement it. Maybe this is not possible but it should be attempted.
