    That was what I thought before. But i don' t think it is the case now.
    We are often confused by " undirected proxies" . Undirected proxies should be those proxies that are lodged with "open" chosen. You can get more understanding by reading the Chairman's voting intention on page 11 of the supplementary explanatory memorandum.
