Just for a bit of research, where we explore is here in the google earth:

The elevation there (relative to sea level) is around 1400m. However, the changing in elevation in the area to the rail is + or -50m as the worst I could see. So no, there is no mountain in between. We are on a flat land that is 1400m above the sea level. Thehill on the NE has elevation of 1650m but the rail is not on that direction. One of the link I posted earlier say the cost to truck coal 50km on unpaved road is less than $5/tonne in Mongolia.
