Should not be a problem, UCG produces water, which can be cleaned up with RO if required. The excess H2 not required for GTL and put through the AFC fuel cell and produces deionized water, but this is likely to have a higher value than any process requirements.
The FT process in exothermic and will require some cooling. This can be done with either water or air after the steam has been used to produce electricty. If water was plentiful then a constant loss system would considered, but as it is not an evaporation system or especially if it is in a cold climate a direct air cooling system could be used if water supply was a real problem.
