Well in theory yes, they are required to report it. But there can be delays etc... until things are double checked etc... estimated further, ratified etc... if you get the picture.
If they are advanced in negotiating with another investor, then the impact of a "find" may affect these negotiations markedly.
We can read a lot into things - but in my experience, the timing of announcements is flexible and can be for many reasons we do not know.
