This was encouraging:

"While the progress to execution of these documents has been slower than anticipated, lengthy meetings in Jakarta during mid to late October 2012 have revealed no impediments to execution, and that the process of execution of these
documents through PLN and relevant Indonesian Government departments is taking its course;" and

"in the event that there is any unforseen delay to the execution of our PPA’s (not expected) or there are delays in completing our long term financing package to a suitable
conclusion;"

Re your comments re feasibility stuff, all I can suggest is that the numbers that PAX had originally were not of sufficient detail (or even in a certain form) for some of the likely project financiers.....
