    Anyone read the Ombudsman's Report found here :-

    I took the trouble, all 57 pages. To my mind put simply, it tells of a government lost in it's own ineptitude, served by self interested civil-servants devoid of ideas of their own, desperately seeking someone to blame for what they haven't decided yet. Humphrey Appleby to a tee.

    I would like the team at HQ Cougar to comment.
