The most recent high level appointment of Mike Griffin suggests the issuing of the PTM is close at hand, and as you say, you'd think this would bode well for the receipt of additional funding.
'Speculators' might jump in to buy on the premise that something will 'probably' happen, but the big money men likely require 'confirmation' before proceeding.
If confirmation does indeed come over the next week or so, I suspect interest in PEN will be further heightened.
And if Gus has something else to bring to the market just before or just after a PTM release, momentum will likely continue.
