The Labor higher contribution caps are to allow those with low super balances to catch up so as to be able to provide a decent retirement standard.
The RBL's were designed to stop the rorting of the tax concessions by the very well off who did not need access to their money.

Yes. But the problem with that was with super tax free (and unlimited) you need to limit the tax concessions the government gives for that purpose otherwise the very well off just salary sacrifice their unneeded salary into super and reap the benefits when retired, to the detriment of all taxpayers and the budget.
