You are absolutely right Butzall. Strata is not the driver of the process but they have studied the process and will be aware of the likely scenarios. Clearly they have reason to believe that 15 days is the 'normal' time lapse between the completion of the public comment period/hearing and final issuance.

What everyone seems to have overlooked, however, is that the 15 days is conditional on the EQC accepting the joint petition from Strata and Merit. So far there is no evidence of this acceptance occurring. And there is no way of knowing until the EQC updates its web site and/or PEN announces the outcome.
