Sorry if I misunderstood:
Terra rica spent under 1000 bucks probably for the tenement. The were probably chasing some luck.... As they never had the money or intention to explore - is my guess... It was not going to be of much interest to TNG if the mount hardy preliminary exploration was lacklustre... But if the RC exploration results are good then you could see others with cash to support an exploration swoop in on the terra rica tenement ...especially because the lander host rocks continue in that direction.
