with respect, your calculation cannot be right because of the 5 days preceding the AGM the lowest price has been 17.5c 4 times and once only 17.0.
Ergo, the VWAP must be higher than 17.0 - You agree?
That would give an opt. exercise price of 25.5

Do you have the detailed trading information for those days, so one can do a proper calculation using a spreadsheet?

In principle - my understanding - each single trade needs to be weighted.
