Tototy, the Ce is not recycled but simply reused up to 7 times. When it was cheap is was discarded after one use but higher prices lead to multiple use without any great concerns in the drop off in efficacy.
MTC's presentation in HK showed total Japanese REO use for polishing at 13ktpa in 2009, 6ktpa in 2011, 5ktpa in 2012 and rising to only 8ktpa in 2015.
Use in optical glass shows a similar story.
Demand destruction in these areas has been considerable and semi permanent, mainly effecting Ce.
Dudley Kingsnorth's presentation predicated a 20ktpa surplus in LREE 2016, including only Lynas, Moly & India in ROW production. Barriers to entry for any further LREE producers is considerable for the forseeable future.
