I doubt it is a major seller doing this. They would not be that dumb. If someone is selling, they tend to push the price up at the end of the day.
Personally, I suspect someone is either shorting or accumulating. The dump at the end of the day when it had been trading 22.5 and 23 only signals that they want to push the price down. The dump was only on small volumes. (The other possibility is that someone needed the cash to avoid margin calls???)
