Well LAMP is at cracking stage and we are moving. sand or no sand, the process is happening and yes there may well be a few potholes to avoid along the way however nameplate capacity is going to happen.
I posted elsewhere re what is nameplate capacity for those wondering.
The TOL allows Lynas to commission the LAMP and, subject to continuous oversight by the Malaysian regulatory authorities, progressively ramp up the plant to nameplate capacity (this is the part the press article is referring to which basically means slowly ramp up until at 11k and monitored every step to ensure safety and emissions control etc) and sell its products. Which basically means they can go to 11,000 tonnes with oversight hence the bit by bit comment I am thinking.
Subject to the additional conditions put on the TOL, Lynas gets the permanent licence as a matter of course without any specific tests etc.
