Not possible, since the location and design of the PDF requires the TOL to be issued first. Its like before you learn how to drive a car you must first get your L plate, else you are only allowed to use a driving simulator which is not real.
To operate the machinery at LAMP, TOL must first be issued. Only then Lynas can operate its machinery, import ores and produce a precise PDF design and location tailoring to the specific residue which the plant will produce. Due to the different sources, type and natural radioactivity level of RE concentrate, not every RE plants will produce the same type of residue, so the PDF for each of these plant will have to be tailor made.
