I would say the Mining Commodities boom started about 1994.
The resurgance of Commodity prices lifted us out of the 1991-3 recession , you know "the recession that we had to have " to quote Paul Keating.
Having said that, I think saying we are in a 30 year super-cycle for Mining resources is too short sighted , try 50 years.
