Seems to me the last allotment/placement/CR was 43m shares in October 2012 (see Appendix 3B). That took total to 1,410m shares.
This allotment 211m is about 15% of the resultant October total. But the allotment in October (and all others from December 2011 to October) should also be counted in the "year" and the 15% limit.
