you are correct, things can change very quickly; no one can predict or change this.
A company can only do things right and make decisions based on current and some future information. I believe RIO have done this well, by continuing the expansion; Even if the iron ore prices come down, they will still have larger quantity to export, hence trying to have reasonable profit (they can do this as their costs are lower). On the other hand if the prices remain competitive or increase, then they can get more returns for their shareholders.
