Similar example is Natural Gas prices around the world - price is low in the US (which doesn't allow export), whilst it is high in Australia (which does allow export)...
Replace, "Natural Gas" with "REE", "US" with "China" and "Australia" with "Malaysia" and you have peoples thought process....
