German gun laws were enacted by the Weimar Republic on 12 April 1928, a full 5 years before Hitler came to power.
Infact gun laws were loosened during the 3rd Reich as rifles and ammunition could be bought basically freely.
The Jews were disarmed because they had declared war on Germany and were considered enemies of the State, just as had occurred in Allied countries regarding the German, Japanese and Italian people.

Weimar Republic
