I think Greenland will demand that concentrasion and separation of the various materials have to be handled in Greenland, and that for multiple reasons.:
It is easier to controle to whom radioactive materials are sold, when you have it in a pure form and know the volumen.
You are keeping a larger part of the value-chain in Greenland, and therefore a better base for taxation.
Over time you can phase-out forrign labors and create jobs for local workers.
Don't forget, that even if Greenland vote to lift the band on U, it still have to be approved in Copenhagen, and i'm sure they will demand severe controle on where every gram of Uranium ends.
