Very fair comment If. I've assumed Bakrie is happy to let PAX get everything organised and will put up its share of cash when the time comes to start building.
They'll probably also help with local logistics and politics, and their presence might even help PAX get other funding partners in (or maybe not depending on your view of Bakrie's history). On the other hand, they probably also have the power to remove PAX completely if they ever start to think its not performing.
