Given that they've put so much money into the company already, do you really think that they would up and walk away as soon as the plant got the go ahead and was cleared to resume operations?

The two go hand in hand. If gxy is cleared and resumes, the stock price will quickly head north to at least 50. The financing deal should remain the same.
