Bob himself is dysfunctional. Last year on the second last day of sitting out of nowhere he rose seeking to suspend the standing orders in order to disallow the government's Murray Darling reforms. Everybody, including the speaker, humoured him as he bumbled about speaking out of order and obviously not understanding how the parliament works.
He's like so many so called independents - get into parliament on the back of the party system and go feral.
