From the quarterly report it seems that there are a few minor problems with commissioning perkoa.

Commissioning of the process plant which commenced in September continued during the quarter with the first test batch of concentrate having been produced.
Further progress was made at the process plant with the completion of electrical instrumentation work and the crusher operating consistently at a rate of 80 tonnes per
hour.

However, there have also been some early commissioning problems encountered that need to be solved including premature failure of some pumps and the mill trammel
(cylindrical sieve). Allowing for problem solving and some continued delays in delivery of components, the commissioning process is now expected to deliver the first trial batch of commercial quality concentrates at site by the end of January.

As a result of the delays, the first marketable quantity of concentrates is now expected to be produced later in Q1 CY2013.

So I wonder why they are still in a trading halt? a few hiccups here and there are pretty standard when it comes to commissioning.
