Just doing some looking around I found a bit of extra info on what's happening with the White Well project. A nice little video from Cobra Mining is up on youtube at the following link:

The video was posted back in September and at the time he says the final permit was going through the 'final stage of acceptance.' Unfortunately I haven't found anything to confirm it's fully accepted so if they are still waiting we could be stuck in limbo for a bit yet thouugh I don't know how any of this works etc so that's just a guess.
Anyway video is worth a quick look, at least was able to see where Cobra is at in relation to White Well.
