They ceased to be a substantial holder on the 7th Jan. That means they went below 5%, probably 4.9% as there is no sign of 21 million shares sold on that day.
There is a high chance that they are /have been one of the large sellers in the market and will be heading towards zero (ie they will sell 21 million shares after the 7th Jan) but they would not shoot themselves in the foot and disclose that.
