As to your other concerns about coastal proximity I'll have to do some more research. I know that building tailings dams is possible on Groote Eyelandt (GEMCO) with water everywhere and an ocean within hundreds of metres. Have a look on Google Maps.

Always a bit suspicious when people with No Stock Held start appearing with all these fundamental concerns. It's good for discussion but only if it's based on facts and not downramping.
