"The Phase1 production is 90% contracted. Prices will be on a “China plus” basis which will be roughly in line with the published China FOB prices that are roughly 50% more than the Chinese domestic price. ".
The comment about being a price taker is, I'd assume, referring to the fraction not presold: after all the 90% is contracted.
(Always assuming, of course, that it's an accurate record of NC's statement.)
