I agree. Reading the offer documents, Carnegie say they expect finalisation of project costing etc, to be completed in the current quarter, then allow 12 months for production. That already takes us to the end of calendar Q1, 2014, before PWEP is up and running (and only if no further delays are incurred).

Probably the cap raising is to fund this further delay.
