so just running the numbers. the 18.8% decrease in florida equates to earnings impact of $40M. if replicated in other states, $100M, or 7% of earnings for 2013. i missed the news pre-christmas, but 18.8% was what QBE offered 18/12, so informed investors (Ie not me) would have known that 18.8% was the new "best case scenario", and that the Regulator accepted that was a positive - hence yesterdays 30c rise. QBE had previously said that the drop would be immaterial. clearly that is not the case, but at least it is not quantified.
