That was always coming. The Specimen Reef J/v deal was written at a different time and nobody would pay anything like that much in todays market.( ie spending $20million to earn 65%).
The reality is that African plays like the Tanzania copper play can be done for a tiny fraction of the cost that Specimen Reef would have involved and make way more sense for a small explorer such as NMR.
Get over it !
