The statistics don't support your theory. Are you saying the majority of retirees do not live in the cities? I would suggest that is not true.
People want to be next to infrastructure...older people especially. They want to be next to trains and good hospitals etc ....not stuck in some backwater where they can't go anywhere and are open to home invasions, and the possibility of being wept away by flood waters...just look at what happened to Bundaberg!
